Q3: What does "none of your opponent's Digimon can activate On Play effects" mean, exactly?
This effect prevents On Play effects on cards from activating. Triggered On Play effects can no longer activate when a card is played or when effects such as "activate that card's On Play" effect" activate.
Q4: I used a card affected by "none of your opponent's Digimon can activate On Play effects" to attack. Can I activate that card's On Play When Attacking effect at such times?
Yes, you can. The effect can activate if it's triggered upon the When Attacking timing.
Q5: If a card is affected by "none of your opponent's Digimon can activate On Play effects," can it activate its own On Play effect using an effect such as "activate 1 of that card's On Play effects"?
No, it can't be activated.
Q6: If a card is affected by "none of your opponent's Digimon can activate On Play effects," can another card's On Play effect be activated using an effect such as "activate 1 of that card's On Play effects as an effect of this card"?

Does that count as an instance of that effect's X Per Turn even if that effect can't be activated upon the timing when that card is played?
No, it doesn't count. The effect can't activate upon the On Play timing, therefore it doesn't count as an instance of that effect's X Per Turn.
Q10: What does "isn't affected by ... effects" mean, exactly?
This effect prevents Digimon from being affected by effects. For example, your Digmon won't suspend if it's chosen for a "suspend 1 of your opponent's Digimon" effect, and its DP won't be reduced if it's chosen for a "1 of your opponent's Digimon gets -3000 DP" effect.
Q11: Can a card that has an "isn't affected by ... effects" effect be chosen for an effect?
Yes, it can be chosen.
Q12: Can a card that has an "isn't affected by ... effects" effect be given an effect?
Yes, it can. However, it won't be affected by it.
Q15: A card that has an "isn't affected by ... effects" effect was given an effect that triggers at a timing such as When Attacking. Will the effect trigger if that card later meets the trigger conditions?
No, it doesn’t trigger. If an effect is given to a Digimon that isn't affected by effects, it won't trigger.
