Yes, it can be made to digivolve. A Digimon that is not affected is not affected by the When Digivolving effect of this card.
Q2: In the next opponent's turn after this card's When Digivolving effect is activated, can the opponent digivolve a Digimon of Lv.4 or lower in the Breeding Area?
Yes, you can make them digivolve. The When Digivolving effect of this card affects all Digimon under Lv.4 of opponent in the Battle Area, not in the Breeding Area.
Q3: After the When Digivolving effect of this card is activated, can opponent make the newly played Lv.4 Digimon digivolve?
No, it cannot be made to digivolve. The When Digivolving effect of this card also affects Digimon played later.
Q4: When I put down this card in Battle Area with Digicross, I activate the All Turns effect of this card. Can I put down the Digimon played by this All Turns effect with that Digicross?
No, you cannot put down with that digicross. Digicrosses are declared at the same time as a Digicross, and the player chooses the cards he/she wants to put down in the Digicross. You cannot choose additional cards to put down at the time of placing down.
