No. BT2-099 Glorious Burst’s cost has been changed to 1, so using it isn’t considered to be using an Option card with a cost of 2 or more.
Q2: Can I use EX4-072 Digital Translator's effect to digivolve Sakuyamon into this card?
Yes. This card is treated as having {{EffectLinkArchetype|Sakuyamon}} and it's a level 6 card with a name other than Sakuyamon, therefore it can digivolve using EX4-072 Digital Translator's effect.
