No, you can't. The card is still in your hand when you announce you are playing it from your hand. Therefore, the number of cards in your hand and your opponent's hand remains the same.
Q2: My opponent and I have the same number of cards in our hands. When I play this card from any area other than my hand, can I activate this card's first effect?
No, you can't.
Q3: Can I activate this card's On Play When Digivolving When Attacking effect during my opponent's turn and trash a card in my hand?
Yes, you can. However, you can't process the part of the effect that follows after "if it's your turn."
