Q1: Can I process the part of the effect after "after" in this card's On Play When Attacking When Digivolving effect without meeting the "by" condition?
No, you can't. If you don't trash 1 card in your hand, you can't process the part after "after" in this card's On Play When Attacking When Digivolving effect.
Q2: I used this card's On Play When Attacking effect to trash a card that has a "when this card is trashed from the hand" effect and return the trashed card to the hand. Can I then activate the trashed card's "when this card is trashed from the hand" effect?
No, you can't activate it.
