Q1: I am in a situation where I have "Shoutmon EX6" in my Rest state and "Shooting Starmon" in my Active state. If I choose the second effect for this card's Main effect, can I make only "Shoutmon EX6" active and attack with one of my Digimon?
No, you cannot. A condition for a thing cannot be performed only in part of its content. For the conditions of this Main effect, one "Shoutmon EX6" and one "Shooting Starmon" must be active respectively.
