Q1: Can I use this card’s Delay effect to place a Digimon card with Pulsemon in its text and no digivolution cards on top of my security stack?
No, you can't. "Top card" refers to 1 or more cards with cards underneath it.
Q2: Can I use this card’s Delay effect to place a Digimon card with Pulsemon in its text that has just 1 Tamer card under it on top of the security stack?
Yes, you can. After you place it on top of the security stack, the Tamer card will become the top card and it will remain in the battle area as a Tamer.
