Yes, you can. This effect's conditions allow you to place 4 total Negamon from your trash or your Digimon's digivolution cards at the bottom of the Digi-Egg deck.
Q2: Can I return just 3 cards from my trash or my Digimon's digivolution cards to the bottom of the Digi-Egg deck for the conditions of this card's {Breeding} Opponent's Turn effect?
No, you can't. A "by doing X" condition can't be met if only some of the required actions are performed. The conditions for this {Breeding} Opponent's Turn effect require you to return the specified number of cards to the bottom of the Digi-Egg deck.
