Yes, you can digivolve that card.
Q2: When digivolution would occur by this card's When Attacking effect, can I activate EX9-070 Meat's Delay effect and reduce the digivolution cost by 3?
No, you can't. EX9-070 Meat's Delay effect is a Main effect timing, so you can only declare its activation when there is no unresolved processing. You can't declare activation of EX9-070 Meat's Delay effect while this card's When Attacking effect is still processing.
