Q1: I activated <Decode> to play a Digimon when this card's DP became 0 and it would be deleted, then I activated Evade, and it was prevented from being deleted. If this card's DP is still 0 after that and it would be deleted, can I activate <Decode> again?
Yes, you can. When this card's DP becomes 0 and it would be deleted by a rule check, its Evade and <Decode> will trigger simultaneously. You can activate <Decode>, play a Digimon, activate Evade, prevent the deletion, then activate this card's <Decode> again when it would be deleted by the next rule check. If the played Digimon has On Play effects, once all processing has been resolved for the rule checks, those On Play effects will trigger simultaneously.
Q2: When this card would be deleted, can I first activate Evade to prevent the deletion, then activate <Decode> to play a card from digivolution cards?
Yes, you can.
