The effects trigger simultaneously, so the player can choose the activation order.
Q2: Can I return just 1 non-Digi-Egg card from my trash to the top of the deck for the condition of this card's On Play When Digivolving effect?
No, you can't. A "by" condition can't be met if only some of the required actions are performed. The conditions for this On Play When Digivolving effect require you to return the specified number of cards to the top of the deck.
Q3: I have 20 or more cards in my trash. Can I use this card's Blast Digivolve to digivolve my level 3 Digimon with Impmon in its name into this card during the counter timing of my opponent's turn?
