No, you can't. If you don't pay 5 cost while you have a Digimon or Tamer with the CS trait, the part after "then" in this card's {Hand} Main effect can't place this card as the top security card.
Q2: Can I declare activation and process the part of the effect after "then" in this card's {Hand} Main effect even when I don't have a Digimon or Tamer with the CS trait?

Yes, it's deleted upon the deletion timing.
