Q1: Can I use this card's When Digivolving When Attacking effect to link a card that doesn't have Link?
No, you can't.
Q2: What does "other than their highest play cost Digimon, none of your opponent's Digimon can suspend until their turn ends" in this card's All Turns effect mean, exactly?
This effect prevents all of your opponent's Digimon from suspending, except their highest play cost Digimon. For example, if your opponent has 1 play cost 5 Digimon and 1 play cost 6 Digimon, the play cost 5 Digimon can't suspend.
Q3: My opponent only has 1 play cost 5 Digimon. If I activate this card's All Turns effect, can my opponent's Digimon suspend?
Yes, it can suspend. Your opponent's Digimon with the highest play cost isn't affected by this effect.
