The effects trigger simultaneously, so the player can choose the activation order.
Q2: What does a "your opponent can't play XX" effect do, exactly?
Such effects prevent your opponent from playing XX. With this card's effect, your opponent's effects can't play Digimon cards or Tamer cards from the trash. This effect affects the opponent player.
Q3: Can an opponent's Digimon be played from the trash if I activate a "your opponent's effects can't play Digimon cards or Tamer cards from the trash" effect, and in the same turn, I activate an effect such as EX5-060 Dragomon's On Play When Digivolving effect that plays an opponent's Digimon card?
Yes, it can be played. "Your opponent can't play Digimon" is an effect that prevents your opponent's effects from playing Digimon. Your effects can still play an opponent's Digimon from the trash.

Such effects increase the maximum value shown for DP-based deletion effects.
