Yes, you can. This effect reads "you may play," so if you perform the conditions specified for "by X," you may choose whether or not to activate the effect shown in text.
Q2: Does the inherited effect on a card like BT2-059 Kurisarimon or BT2-053 Keramon trigger twice when I use this card's When Digivolving effect to play 2 Diaboromon Tokens?
No, it doesn't. You can play 2 Diaboromon Tokens, but they are played at the same time during a single timing, therefore the effect only triggers once.
Q3: Can I also use this card's Opponent's Turn effect to switch the attack target to my unsuspended Digimon with {{EffectLinkArchetype|Diaboromon}}?
