Q1: Does this card's All Turns effect also trigger when this card itself is played or when one of my Digimon in the battle area would digivolve into this card?
Yes, it triggers. In addition, the " if played or digivolved by effects" condition will be met if it was played or digivolved by an effect.
Q2: If I suspend an opponent's Digimon with this card's All Turns effect, can I choose to not unsuspend this Digimon?
No, you can't. If you suspend an opponent's Digimon with this effect, this Digimon must also unsuspend if it is possible to do so.
Q3: I activated this card's All Turns effect when a method other than an effect played or digivolved a Digimon. Can I then activate this card's All Turns effect again when an effect plays or digivolves a Digimon?
No, you can't. This effect's Once Per Turn has already been used upon the 1st activation, therefore it can't activate again.
Q4: If this card's All Turns effect activates, can I unsuspend this Digimon even if I can't suspend an opponent's Digimon such as in cases where they have no Digimon?
Yes, you can. However, if your opponent has a Digimon that can suspend, you must suspend it when possible.
